The Navy has just started a new postgraduate school program on energy policy and emerging efficiency technologies. This pioneering effort is designed to influence a culture shift that will cause the leadership as well as every sailor and marine to better understand the importance of efficiency. The Navy invested in this program because it expects unreliable access and the rising cost of oil to inhibit their combat effectiveness. To fix this fundamental problem they are targeting their inefficiency by creating a more energy savvy Navy and Marine Corps.
