It is an established fact that as the effects of climate change become more pronounced the world will become a more unstable, dangerous place. Increased prevalence of drought, famine, flooding, disease, and mass human migration are all expected to occur and will push many states to the breaking point. Some weak state governments may collapse under these conditions and cause the formation of lawless ungoverned regions. This scenario poses a huge threat to the national security of the United States because these are precisely the types of conditions that are ripe for terrorist recruitment. The Department of Defense, the CIA, and even the Bush administration acknowledged the threat we face from climate change but Karl Rove, for some reason, remains unconvinced.
